If you have a low income (social assistance level), you can apply for exemption. Exemption means that you don’t have to pay the tax. For some taxes, exemption is not possible. Whether you receive exemption depends on your personal situation. More information at the exemption page

Yes, it counts. The government has not included an exception for this in the law. 
The idea behind this is that these taxes are there to (help) pay for the use of government services. Think of waste collection, for example. This is collected from everyone. Anyone who can must pay for it.

No. The amount in the bank account accrued from the energy allowance is not an asset.

Is your student debt higher than your total bank assets? Then we do not consider this as an asset.

Do your total bank assets exceed your student debt? Then you can deduct your student debt from your total assets. The amount remaining is equity.

You may submit an appeal within 10 days of the date of the decision. This is a letter in which you explain why you believe you should be granted exemption. Please send proof of this.

The Executive Committee will process and decide on the appeal. The decision of the appeal is sent to you by letter.

The following documents for both you and your partner. Is something not applicable to you or your partner? Then you do not need to send it.

Study financing (basic scholarship, supplementary scholarship and study loan) all count as income. Income from student jobs also counts as income. The parent’s contribution is not counted as income. But we do need to know about it. Then we know how you pay for expenses.

Everyone with an income at income support level, AOW state pension or lower. If you don’t have an income, exemption is not possible.

Please request an exemption within two months of receiving the tax bill. Then the debt collection procedure will start.

The cost sharing standard applies if you share a home with one or more adults over age 27. In that case, we adjust the exemption calculation. This is because several people share the costs of the household.

We count the number of persons age 27 or older. The nature of your relation with them is irrelevant. As is their income.

Only students and boarders officially paying rent are not factored in.

This is generally not necessary. Were you granted exemption? And did you give the RBG permission* to check your details in the future? Then the RBG automatically checks if you can be granted exemption again. You do not need to take any action.

The water control board aims to keep the waste water treatment levy affordable for everyone. If we grant people exemption, this is paid for by charging other people a higher tax. This is why we divide the cost over all users. If everyone pays their share, This way the costs are distributed fairly.
