I have moved. Why do I receive the tax bill for the water system levy for the whole year?

The RBG sends a tax bill for the water system levy for the full year. Is something changing as per a date other than 1 January? Then the tax bill will still be the same. This is a legal rule. We do adjust the amount for the waste water treatment levy. Different rules apply to this levy.
