Does the €30,000 compensation for the benefits affair count as capital (savings) for debt cancellation?

Yes, it counts. The government has not included an exception for this in the law. 
The idea behind this is that these taxes are there to (help) pay for the use of government services. Think of waste collection, for example. This is collected from everyone. Anyone who can must pay for it.
