The Regionale Belasting Groep (Regional Tax Group) levies and collects the water board taxes on behalf of the water boards of Delfland, Schieland and Krimpenerwaard. The taxes you pay to the Regionale Belasting Groep are used by the Water Boards to keep the ground dry and the water clean. The next section explains the various tax types.

 

  

 

Who needs to pay this levy?

You are required to pay a water system levy if you are a resident (tenant or home owner) of self-contained accommodation on 1 January of that year.

The term ‘self-contained accommodation' refers to a situation where the occupants have their own facilities such as shower, toilet and kitchen. If you share one or more of these facilities with others, one of the following situations applies:

  • You are a live-in worker or a lodger. The invoice goes to the main occupant.
  • You rent a home together with others and share the sanitary facilities. One of the occupants is charged.
  • You rent a room and share the sanitary facilities with other lodgers. The landlord is charged.

How is the levy calculated?

The water system levy for residents is equal for all forms of housing. This means that the sum will remain the same, regardless of the number of occupants or the value of the home.

You will be charged the levy if you occupy a home on 1 January of the relevant fiscal year. If you relocate, you still have to pay for the entire year. However, you will only be charged at your new address in the following year.

Who needs to pay this levy?

You are required to pay the water system levy for owners if you are the owner of a home, business or other property, undeveloped land or a nature area.

How is the levy calculated?

The water system levy for owners of developed property - such as homes and offices - is calculated on the basis of the value for the purposes of the Valuation of Immovable Property Act (the so-called WOZ value). This also applies to greenhouse enterprises. The WOZ value is a municipal estimate of how much your property is worth. The levy is a fixed percentage of the WOZ value.

The water system levy for owners of nature areas and other undeveloped land is calculated on the basis of the total number of hectares as listed in the land register.

The sale of a property has no influence on the levy of the current year. The amount due is usually charged on to the new owner via a civil law notary. This is however an issue to be arranged between the buyer and seller.

Who needs to pay this levy?

You are required to pay a water treatment levy if you are the user of self-contained accommodation (e.g. as tenant or home owner) that is connected to the sewer system.

You are required to pay a pollution tax if your wastewater drains off directly into the surface water.

How is the levy calculated?

The pollution tax for residential accommodation is calculated according to the number of persons in the household.

A single-person household will pay one pollution equivalent. Households consisting of more than one person are charged three pollution equivalents, even if the household consists of two or of more than three persons. There is no separate rate in place for two-person households.

The Regionale Belasting Groep bases this information on the number of persons registered at your address according to the Municipal Personal Records Database (GBA). If you start living on your own in the course of the year, the fee will be adjusted automatically and you will be refunded or credited for any excess amount paid. Always inform your municipality of a change of address.

Who needs to pay this levy?

You are required to pay a water treatment levy (e.g. as owner or tenant) if you are the user of a building or land that is not classified as accommodation. The land or building must also be connected to the sewer or purification system. You are required to pay a pollution tax if your wastewater drains off directly into the surface water.

How is the levy calculated?

The water treatment levy and pollution tax on commercial premises are calculated on the basis of the quantity and degree of pollution of the effluent, on the basis of which you will pay one, three, five or more pollution equivalents.

You are required to pay a road levy if you are a resident of Krimpenerwaard on 1 January of that year. The number of occupants and the value of the home do not influence the amount of levy you have to pay. The water boards of Schieland and Krimpenerwaard use the revenue to maintain and replace a number of roads around Krimpenerwaard.

You are required to pay a road levy if you are the owner of a home, office or undeveloped land in Krimpenerwaard on 1 January of that year. The road levy for owners of developed property is calculated on the basis of the WOZ value. The WOZ value is the municipality's estimate of how much the property is worth. You are required to pay a fixed percentage of the WOZ value. The road levy for owners of undeveloped land is calculated on the basis of the total number of hectares, as listed in the land register.

You may apply for remission of municipal taxes if your earnings are at the income support level or lower. The Regionale Belasting Groep will calculate how much disposable income you have by deducting your overheads from your income.

Remission is only granted for the water treatment levy (for homes) and the water system levy for residents.

If one of the following situations applies to you, there is no point in applying for remission or filling in the form, as you do NOT qualify for remission.

  • your car is worth more than EUR 2,269 and you can get by without it;
  • you are a home owner;
  • you are the owner of a company.

Applying

Are your earnings at the income support level or lower? Then you may apply for remission of the water treatment levy for your home and the water system levy for residents within two months of the date of the assessment notice. To ensure prompt processing of your application, we recommend that you respond within one month of having received the notice. The fastest route is to fill out a digital form  or fill in the remission section (application form) of the notice and return it (without enclosing any documents). The form has a barcode which facilitates the processing of your request.

Various payment options are accepted.

  • using the deposit-transfer card that you received with your notice
  • online banking (always quote your payment reference).
  • from abroad please mention the NWB SWIFT code as well as the IBAN number. You will find this on the back of your tax assessment (please also quote your payment reference). If you do not have your tax assessment anymore, you can phone us at 088-291 10 00.
